Isn't that more romantic than a cookie-cutter bracelet? That's funny -- we thought for sure James "I'm the King of the Woooooorld!" Cameron would be the biggest boob of the 2010 Oscars ceremony.


But, no, that dark horse Charlize Theron has nabbed the award thanks to the two supersized rosettes adorning her breasts as part of her stapless lilac Dior Haute Couture gown.


The Fembot-style boobs are already the talk of the town (and by "town," we mean "Twitter," where the rosettes are already earning comparisons to Cinnabon from armchair Joan Rivers).

THE SCOOP: Obando is known for his dramatic textured dresses, so it's only natural to play them up with majorly textured hair. The Number Four team teased and fluffed the model's hair into piece-y, disheveled, unstructured ponytails. "The looks were inspire by John Ford's mid-century western films," said stylist Suzzanne Hawkins. "The hair is sensual and windswept." Makeup channeled the Old West; the models looked dusty and weathered. "It's like they spent a month in the desert and know they're sunburned," said Farolfu. "It's neutral, but not subtle. You can do it at home in a softer way."

GET THE LOOK - MAKEUP: All makeup by M.A.C: Farolfu skipped brushes all together and instead used her fingers to blend and press brown powders and creams onto the face. She used a palette of brown powders (NC45, NC55, and Deep Peach) around the hairline to simulate a sunburn, and M.A.C. Pro Paint Stick in Deep Brown on the eyes and lips.

GET THE LOOK - HAIR: Number Four launched their new Non Aerosol Hair Spray for the show, which held the girls' hair without being too stiff. Stylists used Texture Styline Foam and a variety of hot tools to create body, then pulled textured hair into low ponytails, but used bobby pins to secure the hair at the nape of the neck instead of an elastic.

Berlin: Das lange Warten aufs Wohngeld


In Berlin k?mpft man derweil mit ganz anderen Problemen. Anfang September lagen noch 29.000 Antr?ge unbearbeitet auf den Schreibtischen der Sachbearbeiter in den zw?lf Bezirks?mtern. Auch hier sorgte die Neuregelung beim Wohngeld für eine Antragsflut, der man in den ?mtern scheinbar nur schwer Herr wird: So müssen Bedürftige nach einer Studie des Petitionsausschusses des Abgeordnetenhauses in Steglitz-Zehlendorf durchschnittlich knapp sechs Monate auf einen Bescheid von der Beh?rde warten.


Brandenburg: hohe Eigentümerquote und Wohngeldausgaben







Wenige gro?e St?dte und viel Landschaft: In Brandenburg l?sst es sich gut leben, vor allen Dingen in den eigenen vier W?nden. Wer sich allerdings keine eigene Immobilie leisten kann, ist immer ?fter auf Wohngeld angewiesen – auch weil es seit Anfang des Jahres neue Regelungen gibt. Dabei k?nnen die Brandenburger noch von Glück reden, dass sie nicht im benachbarten Berlin wohnen – dort kann die Bearbeitung eines Wohngeldantrages schon mal etliche Monate dauern.


Bei der Wohneigentumsquote belegt Brandenburg einen Spitzenplatz unter den neuen Bundesl?ndern. Nach einer Studie des Forschungsinstituts Empirica, so verkündete das in der Brandenburger Landeshauptstadt Potsdam ans?ssige Infrastrukturministerium am gestrigen Sonntag, lebt jeder zweite Brandenburger in den eigenen vier W?nden. Nach dem ebenfalls landschaftlich recht ansehnlichen Thüringen mit einer Eingentumsquote von 51% bedeutet das Rang zwei im Osten Deutschlands. Die restlichen L?nder folgen mit einigem Abstand: Sachsen-Anhalt mit 42%, in Mecklenburg-Vorpommern sind es 41% und in Sachsen sind es nur noch 38%.


Wer dagegen keine Immobilie sein Eigen nennen kann, bezieht in Brandenburg immer ?fter Wohngeld. So haben sich die Ausgaben für die Mietzuschüsse im ersten Halbjahr 2009 mit 27,2 Millionen Euro im Vergleich zum Vorjahreszeitraum fast verdoppelt. In den ersten sechs Monaten des vergangenen Jahres wurden noch 15,1 Millionen Euro gezahlt. Durch eine ?nderung des Wohngeldrechts zu Anfang des Jahres haben nun mehr Menschen Anspruch auf Wohngeld, auch der durchschnittliche Betrag der Zuzahlungen habe sich erh?ht.

Die Farben sind frei – wer kann sie verbieten? Der Vermieter jedenfalls nicht.


Der Vermieterin stehe kein Schadensersatz zu, da Klauseln, die den Mieter w?hrend der Mietvertragslaufzeit zur Renovierung in einer bestimmten Farbe verpflichten, unwirksam sind. Der Vermieter dürfe die Gestaltung des pers?nlichen Lebensraumes nicht vorgeben. Allenfalls seien solche Farbvorgaben bei der Rückgabe der Wohnung m?glich. Die Richtiger gingen sogar noch einen Schritt weiter: ?Die unzul?ssige Farbvorgabe führt zur Unwirksamkeit der Sch?nheitsreparaturen schlechthin“, so das BGH.


AZ: BGH VIII ZR 50/09


Im verhandelten Fall gab eine Klausel vor, dass ?bei der Ausführung von Sch?nheitsreparaturen die Türbl?tter, Türrahmen, Fensterflügel und Fensterrahmen … nur wei? zu lackieren … sind.“  Nachdem die Mieterin nach dem Ende des Mietverh?ltnisses ohne entsprechende Renovierung auszog, klagte die Vermieterin auf Schadensersatz wegen unterlassener Sch?nheitsrenovierung. Der Bundesgerichtshof wies die Klage wie die Vorinstanzen Amtsgericht Sch?neberg und Landgericht Berlin zurück.


Sch?nheitsreparaturen und Renovierung von Mietwohnungen sind seit Langem ein leidiges Thema mit vielen Missverst?ndnissen und Unklarheiten. Der Bundesgerichtshof hat nun erneut die Rechte der Mieter bei Gestaltung ihrer Wohnung gest?rkt und für Licht im Dunkel gesorgt. In einem Urteil stellte der BGH klar, dass Klauseln, die dem Mieter vorschreiben, Türen und Fenster in einer bestimmten Farbe zu streichen, ungültig sind und dazu führen, dass der Mieter gar keine Sch?nheitsreparaturen durchführen muss.


BGH: Farbvorgabe für Fenster und Türen ist unwirksam









Vermieter dürfen ihren Mietern keine Farbvorgaben für die Gestaltung der Wohnung machen. Das gilt auch für den Anstrich von Türen und Fensternrahmen, wie der Bundesgerichtshof (BGH) in Karlsruhe entschieden hat. Entsprechende Mietvertragsklauseln gelten maximal für die Wohnungsrückgabe.


Der Direktor des Deutschen Mieterbundes, Lukas Siebenkotten, nannte die Entscheidung ?richtig, konsequent und so auch zu erwarten“. ?Entscheidend ist, dass niemand dem Mieter w?hrend der Mietzeit vorschreiben darf, ob er die W?nde oder Türen in seiner Wohnung wei?, gelb, grün oder rot streicht. Der Vermieter darf auch nicht vorgeben, ob der Mieter w?hrend der Mietzeit Raufasertapete oder Blümchentapete klebt. Das ist und bleibt allein Sache des Mieters“, so Siebenkotten weiter.


















Der BGH best?tigte mit diesem Urteil seine bisherige Rechtssprechung. So urteilte er bereits in der Vergangenheit, dass die Vorgabe, W?nde zu wei?en ungültig sei, oder das Mieter die Kosten für unn?tige Reparaturen zurückfordern k?nnen.

Earlier Monday, the Wall Street Journal reported Google will fund the effort with $100 million in its first year.


So where will Google direct its attention?


















But wait–isn’t there a recession? Venture capital firms have tightened the purse strings, with fourth-quarter investments dropping 71 percent from $11.7 billion in 2007 to $3.4 billion in 2008, according to the National Venture Capital Association.


“We’ll be focusing on early stage investments across a diverse range of industries, including consumer Internet, software, clean-tech, bio-tech, health care and, no doubt, other areas we haven’t thought of yet,” the partners said.


“This is Google’s effort to take advantage of our resources to support innovation and encourage promising new technology companies,” said Google Ventures managing partners Rich Miner and Bill Maris in a blog post announcing the effort. “By borrowing the best practices of top-tier, financially focused venture capital firms and bringing to bear Google’s unique technical expertise and brand, we think we can find young companies with truly awesome potential and encourage their development into successful businesses.”


Well, Google has said it’s confident of its cash position and ability to weather the storm. Also, a down economy is a good time to get better terms out of start-ups and to take on traditional venture capitalists who are leery of new investments during a time when it’s hard to extract funds from existing ones that no longer look so hot for acquisition or an initial public offering.


Venture firms are relatively common among bigger Silicon Valley companies. During the fast-rising valuations during the dot-com bubble of the late 1990s, companies often found their investments doing better than their ordinary business. But the appetite for risk soured along with the economy.


Contrarian Google launches investment fund
